The great news is that the Windows hardware ecosystem is packed with great laptops that fit within this price bracket. Personally, I like the ASUS VivoBook S15 which can be had with Core i5 or i7 processors, 8GB of RAM and even a fingerprint sensor for Windows Hello, all within this budget. It's a 15-inch laptop but it's sleek, lightweight and very portable.
There's also the Dell XPS 13 which can be had in some of its lower configurations for under $900, too. And there's a lot to love about the XPS 13.
